How to celebrate Cleveland’s Black history during Black History month in February Updated Feb 04, 2021; Posted Feb 02, 2021 The ceremonial arch at Cleveland's African-American Cultural Garden was dedicated in 2016. Cleveland architect Daniel Bickerstaff intended it as the first phase of a larger project. The angled black walls below the arch represent the "Door of No Return" at Elmina Castle in Ghana, through which enslaved Africans passed before the Middle Passage to New World colonies.
