Will Up-Zoning Make Housing More Affordable?
Making neighborhoods denser is an idea with growing appeal. The question is whether it works.

Seattle’s housing market has been red-hot for almost a decade. Across the Northwest’s largest metropolitan area, real estate is not only expensive, upward of a million dollars for homes in some of the nicest enclaves, but often sells in a matter of days. 
A complex of forces -- the growth of Amazon, the technological might of Microsoft, the jobs those companies bring and a dearth of available real estate -- has made Seattle one of the costliest housing markets in the country. Only San Francisco and Las Vegas have outpaced Seattle in rising home prices in the last six years, according to the Case-Shiller Home Price Indices report. It’s not just home-buying that has been expensive, but also renting. The rental market may have cooled some in the last year, but that’s after years of increases that outpaced inflation. From 2015 to 2016 alone, Seattle saw an almost 10 percent jump in rental prices. The tight market is part of the reason for the city’s surging homeless population.

Seattle Housing Authority executive director
Andrew Lofton is retiring in May, after 17 years with the agency. As part of the commemoration of his planned retirement, after 47 years of public service, the city of Seattle has declared May 7 to be Andrew Lofton Day. The official proclamation reads in part, “Director Lofton led the redevelopment of Yesler Terrace, resulting in a vibrant, mixed-income community and a net increase of 1,300 new homes, while providing former tenants housing in affordable units either in the new development or at another publicly subsidized property.” And more, “During director Lofton's tenure, nearly 3,000 more children and adults have stable, safe housing and services to help them improve their lives.” And Lofton was recently honored with the 2021 Carla Okigwe Lifetime Achievement Award from the

As we begin to emerge from the COVID-19 pandemic, we can look back and once again see that barriers to accessing health services can have devastating consequences. These past 12 months have demonstrated how a global health crisis can further intensify long-standing systemic health inequities that have disproportionately affected Black, Indigenous and other communities of color, lower-income households and rural areas.
These inequities, and the disparate health outcomes they produce, are a call to action for health systems, community leaders, advocates, social service organizations, and policymakers to examine the current state of healthcare and see where improvements can be made.

Rod Brandon, its current director of housing operations. He's been with SHA for a dozen years. SHA board chairman
Paul Purcell said in a statement, “While we saw some excellent candidates from around the country, we selected Rod not because he is already a senior leader with SHA but because he is.” Said Brandon, “The need for affordable housing and services is far from met in Seattle, and I'm excited to build on our progress and valuable partnerships as we pursue a vision to expand housing opportunities, promote quality communities and improve more lives.”
