Tarver, 37, homeless, was arrested at 7:09 p.m. Monday in the 200 block of West College Avenue on charges of possession of a controlled substance, illegal possession or transportation of liquor by a driver, driving while license is revoked or suspended, operating an uninsured motor vehicle, and having an obstructed windshield. THEFTS, BURGLARIES • A credit card was stolen from a residence in the 200 block of Howe Street, according to a report filed at 11:09 a.m. Tuesday.
