全國人大常委會於6月10日通過《反外國制裁法》，並已獲國家主席習近平簽署主席令，在公布之日即日起施行。行政長官林鄭月娥日前指出，特區政府支持將《反外國制裁法》以納入《基本法》附件三的方式在港實施，她已向中央提交意見，並支持以本地立法程序實施。筆者認為，《反外國制裁法》屬於全國性的法律，而且涉及外交事務，完全符合《基本法》第18條規定，因此透過納入《基本法》附件三的做法完全合憲合法。
