同时，大批市民的离开也会造成各行业精英的流失，虽然中共会输送大陆移民去填补和改变香港的人口结构，但是这个替代工程能否快速取得成效还有待观察。当然长期来看，这个政策会逐渐将港区内地化。
综上所述，笔者认为，香港实际上已经进入警政管理状态，本质上就是半戒严状态，报禁、党禁、聚会禁令的管控已经就位，这种高压统治气氛可能会持续数年乃至十数年之久，直到香港城中每一盏自由的灯火都被扑灭。
中共估计是要把香港改造成一个纯技术精英和金融精英的城市，保存港岛为其引进外资的功能，但剔除掉港岛公民社会的属性。不过香港的优势都是拜公民社会所赐，砍掉自由港的属性，香港的社会会长期处于动荡和冲突之下，国际资本也会大举离开。届时，香港的金融中心也恐将不保。
一个动荡的年代才刚刚开始，借用老丘吉尔的话，这不是结束，这甚至不是结束的开始，这只是开始的结束。至暗时刻，文末让我们一起为香港和港人祈祷：你们是这世上的光，城建在山上，是不能被隐藏的。
