Does it work in an urban setting when you have highly complex and structured system or interaction of systems between police, between providers and things like that . We dont think so and thats part of the reason it hasnt been implemented. Its filled with all sorts of legal problems and coordination problems with bringing additional core systems into alignment, using hospitals as enforcement measures and things like that. So there are good treatments and there are Good Services out there. But we need more of them and we need better than we do have. I totally agree with that.
