Man Shot By Waterloo Police Officer Identified, Charged
Authorities have released the name of the man shot by a Waterloo police officer Wednesday morning.
The man has been identified as 44-year-old Marcelino Alvarez-Victoriano of Waterloo. On Thursday, agents with the Iowa Division of Criminal Investigation charged Alvarez-Victoriano with two counts of assault on a peace officer.
Marcelino Alvarez-Victoriano was shot near the 6th Street bridge after he allegedly aimed what looked like a long gun at two Black Hawk County sheriff's deputies. The deputies were responding to reports that a man with a gun was seen walking along Commerical Street toward downtown Waterloo.

A northeast Iowa woman accused of stealing more than $100,000 worth of state money has turned herself into authorities after warrants were issued for her arrest.
Thirty-six-year-old Nicole Foelske of rural Jesup is charged with first-degree theft, felonious misconduct in office and ongoing criminal conduct. A State Auditor’s investigation alleged misappropriation of money during Foelske’s employment with the Iowa Department of Juvenile Services. A report released by State Auditor Rob Sand today claims that Foelske purchased unauthorized food, beverages and gift cards totaling $107,745.46 between July 1, 2018 and October 31, 2019. Foelske allegedly bought 438 gift cards totaling nearly $87,000, of which she allegedly deposited more than $84,000 into her personal bank account.

A rural Jesup woman accused of stealing more than $100,000 worth of state money has turned herself into authorities after warrants were issued for her arrest.
According to Black Hawk County sheriff's officials, 36-year-old Nicole Foelske is charged with first-degree theft, felonious misconduct in office and ongoing criminal conduct. The charges stem from an investigation conducted by the Iowa State Auditor's Office involving the alleged misappropriation of money during Foelske's employment with the Iowa Department of Juvenile Services.
A report released by State Auditor Rob Sand Tuesday morning shows the investigation identified $123,642.57 of improper and $11,436.36 of unsupported credit card charges and the related administrative fees. Foelske was found to have made $107,745.46 worth of unauthorized or improper charges of state money for her own personal benefit from July 1, 2018, through October 31, 2019.
