PAC's right to scrutinise audit paras: Review of payments to Broadsheet intensifies Speaker-Opp tensions

ISLAMABAD: Tensions between the opposition and Speaker Asad Qaisar are bound to exacerbate after he said that certain matters, including payments made by the National Accountability Bureau (NAB) to Broadsheet and another related overseas firm, were beyond the purview of the Public Accounts Committee (PAC).
The speaker has told PAC Chairman Rana Tanveer Hussain, who belongs to the opposition Pakistan Muslim League-Nawaz (PML-N), that the accountability committee cannot under the rules take up for review payments made by NAB to Broadsheet as well as the affairs pertaining to an agreement worked out by the postal department.
However, the PAC chief, quoting the rules, told the speaker bluntly that the forum was fully authorised to examine the objections noted by the auditor-general of Pakistan (AGP) on all the dealings concerning foreign assets recovery firms and the postal department so that losses to the national exchequer were highlighted and those responsible punished.

Payment to Broadsheet: NAB mistake inflicts heavy loss on national kitty

ISLAMABAD: Broadsheet case has taken another turn as it has emerged that the national exchequer had to suffer loss of millions of rupees due to alleged mistake of the National Accountability Bureau (NAB) while paying damages on the order of Arbitration Court of London.
The NAB did not deduct 15 percent withholding tax while paying $28.7 million as damages in Broadsheet case. The Federal Board of Revenue (FBR) has sent a notice to pay Rs60.9 million. According to reliable sources, a notice was sent to NAB to pay Rs60.9 million ($40.3m) to the FBR. The notice was sent to DG NAB Headquarters on behalf of International Tax Department of FBR under Section 152 of FBR Ordinance.

LONDON: The Broadsheet LLC hired a detective agency, Matrix Research Limited, to investigate Nawaz Sharif and eight members of his family at a total cost of around £500,000, but the information gathered about the Sharif family did not impress the National Accountability Bureau (NAB) investigators who were looking for seriously actionable evidence of wrongdoing and illicit wealth, court exchanges demonstrate.
Sir Anthony Evans noted in his judgment that the whole story of Broadsheet and NAB agreement started in the late 1999 when Nawaz Sharif was deposed and Pervez Musharraf took over with zeal to clean up Pakistan and repatriate the alleged stolen wealth.

ISLAMABAD: The federal government on Thursday framed the terms of references (ToRs) to identify corruption cases relating to efforts for recovery of looted money and legal proceedings pursued in Pakistan since 1990 in foreign jurisdictions.
Three days after the government selected Justice (retd) Azmat Saeed Sheikh as the head of the one-man commission, to probe the Broadsheet scandal, it completed the TORs. They include inquiry against political stalwarts, including former premier Nawaz Sharif and former president Asif Ali Zardari.
The commission would review efforts by the previous governments of Pakistan Muslim League Nawaz, Pakistan Muslim League-Q and Pakistan People’s Party for recovering the money unlawfully removed from Pakistan or illegally acquired assets. The commission will also ascertain if the inquiries were closed, abandoned or withdrawn without any justification, resulting in colossal losses to the country.

ISLAMABAD: Abdul Latif Afridi, president of Supreme Court Bar Association (SCBA), and Khushdil Khan, vice-chairman of Pakistan Bar Council (PBC), have expressed reservations about the appointment of Justice (R) Azmat Saeed as head of the Inquiry Commission for the Broadsheet scandal.
They said the retired Judge remained an active member of the Panama case bench of the Supreme Court and held the office of deputy prosecutor general, NAB, at the time of Broadsheet agreement, during General Pervez Musharraf’s regime. He may not be able to maintain his neutrality while acting as the head of the Inquiry Commission.
