You mentioned the fact that there are times when you cant address the need right away and part of the waiting time is because you cant draw down the reimbursement dollars. Uhhuh. I know i was looking at the slide in what areas of need, but it seems like when you cant help some participants, its due to cost reimbursement and not necessarily due to capacity.
