It is the town of Belleairâs first strategic plan, a roadmap for identifying and solving issues the small town must solve â and the Town Commission approved it unanimously at its Feb. 16. regular meeting. The strategic plan was unveiled through a virtual presentation with Angela Crist and Robyn Obdegard of the Florida Institute of Government at USF, who helped Belleair planners create the document.
