Garrett L. Ressing is the acting general counsel for the Department of the Navy (DON). As the DON’s senior career lawyer, he is responsible for overseeing and coordinating all Office of the General Counsel (OGC) legal practice areas and serving as the OGC community leader of more than 1,100 attorneys and professional support staff in 140 offices worldwide.
Ressing began his legal career with the DON when he joined OGC in 1990, as a trial attorney representing the Naval Facilities Engineering Command (NAVFAC) before the Armed Services Board of Contract Appeals. In 1992, he was selected for a procurement attorney position within NAVFAC, in which he represented the agency in protest actions before the Government Accountability Office. In 1994, Ressing became the assistant counsel, Navy Public Works Center (PWC) Washington, D.C., and in 1996, he was selected to be counsel, Navy PWC, Washington, D.C., providing advice on a full range of legal issues. ....
