SolTrans, FAST, City Coach join low-income transit program FAIRFIELD Fairfield and Suisun Transit, Solano County Transit and City Coach in Vacaville are among 11 transit agencies that have joined the new Clipper Start program. The program allows lower-income adults, ages 19 to 64, to receive fare discounts that range from 20% to 50% on most transit systems around the region, according to a statement released Wednesday by SolTrans, which serves Vallejo and Benicia.
