This is the second article in a series of five. Section 702 of the Foreign Intelligence Surveillance Act is up for reauthorization by year’s end. Originally passed in 1978, the Foreign Intelligence Surveillance Act was amended in 2008 by the FISA Amendments Act, which added a new Title VII, “Additional Procedures Regarding Certain Persons Outside the United States.”
