decision to help ukraine, but many disagree. critics say it is a mistake that will cost the lives of many innocent civilians. joining me to talk about this is cnn military analyst and retired air force colonel cedric layton. colonel layton, what do you think the biden admitted patient decided on this course? why cluster munitions, one at other types of munitions that have not been banned by 100 other countries? why go into this kind of a thicket in trying to help out the ukrainians? >> think the primary reason, jim, is that our defense industrial base has not kept up with the standard munitions the opinions have been using for the most part in their effort against the russians. so what we have is the defense industrial base that cannot keep pace with demand. the fact that it cannot keep pace with demand means that once ukrainians run out of the munitions they have they are going to have to ask for other munitions, and cluster munitions was one of their asks

possible membership. >> it's interesting, colonel, the nato summit will focus, we are told, on long-term security assistance for ukraine, including f-16 fighter jets. what should be prioritized right now based on what you know about ukraine's capabilities, at least at this moment? >> i think, wolf, one of the key things is what in military speak is called interoperability. that's the idea that ukrainian weapon systems should be able to talk to nato weapon systems. anything that can be made to work together in a technical sense, that is exactly what the nato meeting should actually result in. if they can do that with f-16s, that will allow a great deal of
