WASHINGTON: A key House Armed Services Committee member yesterday vowed to use the 2022 defense authorization to address the Air Force’s “embarrassing” contract with Boeing for the troubled KC-46 tanker as the head of Transportation Command suggested Pegasus fielding may face yet more delay.
“In my estimation, the overall procurement of this ‘
commercial’ aircraft, and the penalty built into the contract requiring minimum orders of deficient airplanes, is at best procurement malpractice, or at worst an illegal binding of Congress requiring annual procurements,” Rep. Rob Wittman, ranking member of the HASC seapower and projection forces subcommittee, told a joint hearing with the HASC readiness subcommittee. ....

America’s newest military service is an agency desperately floundering to identify its role. By embracing digital innovation as a defining mantra, however, all it has done is turn itself into a laughing stock. Beam me up, Scotty!
In Kinka Usher’s 1999 superhero comedy film, Mystery Men, there is one character, a Mexican wrestler-turned-superhero who goes by the name ‘Sphinx.’ Throughout the film, the ‘Sphinx’ offers up platitudes that would rival Sun Tzu, Confucius, or Yoda. “He who questions training,” he says on one occasion, straight-faced, “only trains himself at asking questions.” Another time, he declares deadpan, “to learn my teachings, I must first teach you how to learn.” ....

“[On] common data standards, we’re trying to find the right balance there, [because] there was a lot of pushback,” Parker said today. “So we’re looking for a minimum required when necessary and really continue to focus on federated [standards].”
“We will have a mission partner federated data fabric out there,” he said, “[but] we acknowledge the services, combatant commands, other agencies are going to have their own fabrics that we need to be able to connect with and interoperate with.”
In layman’s terms: The Defense Department will let its subordinate organizations develop their own data standards, but they’ll need to be compatible enough that the Joint Staff can then knit them together (“federate” them”). ....

The military UFOplot has, somehow, thickened yet again: The Inspector General of the Department of Defense is itself investigating the Pentagon’s program to investigate reports of unidentified aerial phenomena.

The top investigatory and oversight watchdog at the Pentagon announced the “subject evaluation” in a light-on-details letter that clarified its scope is to “determine the extent to which the DoD has taken actions regarding Unidentified Aerial Phenomena (UAP).” The letter also stated that the Inspector General plans to perform the evaluation at the “Offices of the Secretary of Defense, Military Services, Combatant Commands, Combat Support Agencies, Defense Agencies, and the Military Criminal Investigative Organizations,” as well as others that may turn up during the investigation. The investigation is slated for May 2021, meaning it has either already begun or will soon. ....
