DAR comes out with compilation of agrarian laws, issuances

MANILA -The Department of Agrarian Reform (DAR) has made a compilation of all agrarian reform laws and related issuances in a span of 102 years, from 1902 to 2022. In a press release issued on Thursday, DAR Secretary Conrado Estrella III said this is in response to the call of President Ferdinand R. Marcos, Jr. "to provide good and solid data to ensure informed decision-making, as well as allow secure and seamless access to public services". Estrella said they will make the compilation available to farmers and other stakeholders. He said all information on the evolution of various policies related to agrarian reform is contained in the compilation. "It represents the struggles of the government and its best responses on how to emancipate the landless farmers for the past century," Estrella said. He added, "We offer this compendium of agrarian reform laws and issuances to agrarian reform workers and advocates, researchers, policy study specialists, students, academicians, legal practitioners, legislators, and legislative workers, and all other interested sectors". Estrella said the compilation was made possible through the help of the Legislative Information Resources Management Department of the House of Representatives and the DAR Special Concerns Office and the External Affairs and Communications Operations Office (SCO-EACOO). The first batch of the Compendium is set to be distributed to the DAR central, regional and provincial officials. "The compilation is very timely in preparation for the target landmark legislation that seeks to condone all unpaid payment of amortizations, interests, and charges for debts obtained by the agrarian reform beneficiaries (ARBs) for the lands awarded to them by the government through agrarian reform program," Estrella said. Meanwhile, the DAR received a commendation from the Office of the President (OP) for being a responsive agency. Estrella said that Marcos lauded the department for its quick action on citizen complaints received through the 8888 Citizens' Complaint Center. DAR recorded a 100 percent action within the prescribed period on complaints received from January to December 2020 and 2021 and January to August 2022. Estrella commended DAR officials and employees adding that this would not be possible without their help. "I am also very thankful to the OP for commending the DAR. We would like to assure everyone that they can count on our agency to continually address the concerns and issues that will be raised by our clientele," he said. DAR has responded to 311 tickets from January to December 31, 2020, 499 tickets from January to December 31, 2021, 175 tickets from January to April 2022, and 334 tickets from May to August 2022 sent to the 8888 Citizen's Complaint Center. (Photo courtesy of PCOO) PUEBLA, Mexico - Freedom of Information (FOI) Philippines co-hosted "Getting to Know Asian Access to Information Alliance (AAIA): Plans, Perspectives, and Partners" during the 13th edition of the International Conference of Information Commissioners (ICIC) here on Thursday. Presidential Communications Operations Office (PCOO) Undersecretary Kristian Ablan, also the FOI Program Director, facilitated the proceedings of the regional network meeting which was part of the official activities of the ICIC. It aimed to introduce the AAIA objectives, membership process, progress of engagements, and updated timeline of activities; gather feedback from prospective members regarding the purpose and objectives of AAIA; and encourage more Asian access to information (ATI) bodies to become members of AAIA. "This conference presented a good opportunity to further deepen the FOI practice not only within our respective countries but more importantly within our [Asian] region. I believe that there is still much to be learned from our regional counterparts, and we hope that this Alliance will further advance our mutual goals and objectives in enriching the discourse and the strengthening of promoting and guaranteeing the people's right to access information," Ablan said in a news release on Friday. The AAIA initiative was mutually supported by attending parties, but is still subject to official approval of the prospective members' governments. The Alliance will be formalized through the signing of a Joint Declaration of Cooperation. In attendance were Chief Information Commissioner Mortuza Ahmed of Bangladesh; and Chief Information Commissioner Mahendra Man Gurung and Secretary of the Commission Bhagirath Pandaya of Nepal. FOI Center president Shushan Doydoyan of Armenia, Public Sector Development Officer Choty Sanguanphant Wechaporn of Thailand, and Central Information Commission technical staff Aditya Nuriya Sholikhah of Indonesia joined the meeting virtually. Prior to the regional meeting, Ablan served as one of the panelists of the session "Taking regional needs into account: A view of ATI sub-networks and beyond" to share the key drivers and motivation to form AAIA. "The FOI landscape is composed of a diverse community. While we are honored to be recognized by the ICIC as an active member, I still think that there is value if networks sharing similar history and understanding on access to information are to join forces to reach wider impact," Ablan said. The session, organized by United Nations Educational, Scientific and Cultural Organization (UNESCO), is a further proof of the increasing interest of the international community on the establishment of global and regional networks of transparency and accountability institutions. Ablan was joined in the panel by Lucy Ndung'u, Information Commissioner of Kenya; Elsa Fernandez, director general for the National Authority for Transparency and ATI of Panama; Ibrahim Seaga Shaw, chair of the Right of ATI Commission of Sierra Leone; Marcos Mendiburu, UNESCO consultant for Access to Information in Latin America; Borja Diaz Rivillas (via Zoom), ATI expert; and Marius Lukosiunas, UNESCO Communication and Information advisor. (Photo courtesy of PCOO-FOI) PUEBLA, Mexico - Presidential Communications Operations Office (PCOO) Undersecretary and Freedom of Information (FOI) Program Director Kris Ablan led the Philippine delegation to the 13th edition of the International Conference of Information Commissioners (ICIC) in the City of Puebla, Mexico from June 22 to 24. Bearing the theme "Access to Information, Participation and Inclusion in the Digital Age," the Conference seeks to discuss and address several issues and topics related to access to public information such as artificial intelligence and algorithmic governance; open government, and transparency by design; disinformation and press freedom, among others, through simultaneous workshops, parallel sessions, closed-door meetings. This year's ICIC has brought together 153 participants composed of Information Commissioners and Right to Information (RTI) Ombudspersons, including key personalities and experts from international organizations to share experiences, learnings, and insights to propel much needed conversation on how to uphold and guarantee the protection and promotion of access to public information in any democratic state. "International and mutual cooperation are the foundations of this Conference. We hope the friendly environment that Puebla offers will allow for a great exchange of ideas and experiences to focus on the advances and challenges concerning the implementation of access to information," Mexico's National Institute for Transparency, Access to Information and Protection of Personal Data (INAI) President Commissioner Blanca Lilia Ibarra Cadena said during the opening ceremony. The Philippines, despite not having passed a Freedom of Information (FOI) law, is the only Southeast Asian country-member accredited by the ICIC in 2020, recognizing President Rodrigo Roa Duterte's Executive Order No. 2, series of 2016, as a national policy on access to information. Reforming PCOO bureaucracy 'tough': Andanar

Outgoing Communications Secretary and acting presidential spokesperson Martin Andanar (File photo) MANILA - The most difficult part about being head of the national government's lead communications arm was "reforming the entire bureaucracy," Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said on Tuesday. Andanar admitted that pushing for reforms to improve the government's communication and information services was no easy task because the agency has been neglected for so long. "Reforming the entire bureaucracy of PCOO, and the attached agencies. That was really tough but ano naman tayo, mga (we are) media men and women naman tayo at sanay tayo sa hirap ng trabaho (and we are used to difficult jobs)," he told reporters in an interview. On the other hand, he did not find his additional job as acting presidential spokesperson challenging since reporters and media workers prioritized the 2022 campaign and elections over the Palace. Andanar was named acting presidential spokesperson in March while PCOO Undersecretary Michel Kristian Ablan served as acting deputy presidential spokesperson. He said he is grateful for getting the chance to serve the nation and the public, but noted that he is looking forward to stepping down. "Mami-miss ko kayong lahat, mami-miss ko kayong katrabaho. Mami-miss ko iyong trabaho sa gobyerno. Pero (I will miss you all, I will miss working with you. I will miss working for the government. But), six years is long," he added. Asked about his plans when his term ends on June 30, Andanar said his "number 1 option" is to rejoin private media and spend more time with his family. Under Andanar's leadership, the PCOO implemented policies meant to protect the welfare of media workers such as the creation of the Presidential Task Force on Media Security (PTFoMS), which helped in facilitating the decision on the infamous Maguindanao Massacre case that killed over 30 journalists and media workers. The PCOO also pushed for the implementation of the Freedom of Information program and the promotion of transparency among offices in the Executive Branch. It harmonized the content and messaging of government media, which gave birth to the agency's crisis communications plan "Laging Handa." More government media facilities were established outside of Metro Manila, as part of its efforts to strengthen regional reporting such as the Mindanao Media hub, Visayas Media Hub, Government Communication Academy, and the construction of new regional offices of the Philippine Information Agency. FOI vital for gov't transparency, accountability: PCOO exec

MANILA - Presidential Communications Operations Office (PCOO) Undersecretary and acting deputy presidential spokesperson Michel Kristian "Kris" Ablan believes that the Freedom of Information (FOI) policy under the administration of President Rodrigo Roa Duterte will be vital in ensuring transparency and accountability in the incoming administration of President-elect Ferdinand "Bongbong" Marcos Jr. Ablan, who also serves as the FOI program director, hoped that PCOO, under the leadership of Press Secretary-designate Rose Beatrix "Trixie" Cruz-Angeles would continue the FOI policy of allowing public access to official documents and transactions in all departments and offices under the executive branch. "Well, hopefully, transparency and accountability are key issues and concerns of this incoming administration and we believe that FOI will continue to be the beacon of transparency and accountability," Ablan said in an interview with CNN Philippines' "Politics As Usual." Executive Order No. 2, Series of 2016 or the FOI Program was signed by Duterte on July 23, 2016. The EO does not cover the legislature, judiciary, and local government units (LGUs) although it encourages them to observe the order. Since 2016, Ablan has been pushing for the passage of the FOI bill that would ensure transparency and facilitate access to information and documents from all branches of government. The FOI bill was first filed during the 12th Congress, but it has been bypassed. Among the salient features of the bill are crafting a mechanism that will refer and transfer requests to appropriate agencies that should address the request and the creation of a records management system. In January, Marcos vowed to push for absolute transparency on the statements of assets, liabilities, and net worth (SALN) of public officials. He said he was also willing to make his own SALN open to the public. Marcos, however, warned against the possibility that SALNs may be used for political purposes, such as how it was used to impeach the late Chief Justice Renato Corona. He said requests for the release of a government official's SALN must be thoroughly examined. (PNA) }
