Howard moved to San Francisco in 1967, with his lover, roger. He continued to work in the Antiwar Movement as a organizer in opposition to the vietnam war and staff organizer for the National Peace coalition. His efforts and those of other progressive activists to bring into the movement to bring labor into the movement were very successful when the Northern California Labor Councils were the first to actually oppose the vietnam war.
