Those things dont happen on auto pilot in the senate. They need to be voted on and thats getting bogged down. But that hasnt stopped the confirmation of some of bidens cabinet appointees. So these things are moving, but, again, this is largely bogged down in what amounts to a philosophical debate about the future of the filibuster.
