ভারত সরকারের থেকে সবুজ সঙ্কেত পেলেই পাঠানো হবে কোভিড টিকা। সম্প্রতি এমনটাই জানিয়েছে আমেরিকা। বিশ্বের বিভিন্ন দেশকে যে সমস্ত টিকা সরবরাহ করা হচ্ছে সেই টিকাই দেওয়া হবে ভারতকে। সে দেশের স্টেট ডিপার্টমেন্টের মুখপাত্র নেদ প্রিন্স বলেছেন, ‘‘আমরা টিকা পাঠানোর জন্য তৈরি। ভারত সরকারের থেকে সবুজ সঙ্কেত পেলেই আমরা পাঠিয়ে দেব।” তাঁর দাবি, পাকিস্তান, নেপাল, ভুটান, বাংলাদেশে টিকা পাঠালেও কিছু আইনি জটিলতার জন্যই ভারতে টিকা পাঠাতে সময় লাগছে।
বিশ্বের বিভিন্ন দেশে মোট ৮ কোটি টিকা সরবরাহের কথা আগেই ঘোষণা করেছিল আমেরিকা। আমেরিকার থেকে ভারত ৩০-৪০ লক্ষ মডার্না এবং ফাইজার টিকা পেতে পারে। ড্রাগ কন্ট্রোলার জেনারেল অব ইন্ডিয়া (ডিজিসিআই) জরুরিকালীন ভিত্তিতে ভারতে ব্যবহারের জন্য মডার্নাকে ছাড়পত্র দিয়েছে। কিন্তু এই ছাড়পত্রের জন্য এখনও আবেদনই করেনি ফাইজার।

এই আইনি জটিলতা কেন, তা নিয়েও বলেছেন প্রিন্স। তিনি বলেছেন, ‘‘টিকা পাঠানোর আগে প্রত্যেক দেশকে নিজস্ব আইনি প্রক্রিয়া, নিয়ন্ত্রক সংস্থার সম্মতি, কার্যপ্রণালী নির্দিষ্ট করে ফেলতে হয়। ভারতের ক্ষেত্রেও বিষয়টি সত্য।’’ এই আইনি প্রক্রিয়া শেষ হলেই ভারতে টিকা পাঠানো শুরু করা হবে বলে জানিয়েছেন তিনি।

বড় ধাক্কা খেল সিরাম ইনস্টিটিউট। দুই থেকে ১৭ বছর বয়সিদের উপর সংস্থার কোভোভ্যাক্স টিকার ট্রায়ালের অনুমতি দিল না কেন্দ্রীয় ড্রাগ নিয়ন্ত্রক সংস্থার বিশেষজ্ঞ কমিটি।
সোমবার ড্রাগ কন্ট্রোলার জেনারেল অব ইন্ডিয়া (ডিসিজিআই)-এর কাছে সিরাম অনুমতি চেয়েছিল যাতে দুই থেকে ১১ বছর বয়সি ৪৬০ জন ও ১২ থেকে ১৭ বছর বয়সি ৪৬০ জনের উপর কোভোভ্যাক্সের ট্রায়াল করা যায়। সংবাদ সংস্থা পিটিআই সূত্রে খবর, সেই অনুমতি দিতে অস্বীকার করেছে কেন্দ্রের বিশেষজ্ঞ কমিটি। তারা জানিয়েছে, এখনও কোনও দেশ এই টিকাকে মান্যতা দেয়নি। সিরামকে নির্দেশ দেওয়া হয়েছে, আগে ১৮ ঊর্ধ্বদের শরীরে এই টিকার ট্রায়ালের প্রভাব বিস্তারিত ভাবে জানাতে হবে। তার পরেই কোনও সিদ্ধান্ত নেবে তারা।
যদি কোভোভ্যাক্সকে অনুমতি দেওয়া হয় তা হলে ভারত বায়োটেকের কোভ্যাক্সিন ও জাইডাস ক্যাডিলার জাইকভ ডি-র পরে তৃতীয় টিকা হিসাবে শিশুদের শরীরে তার ট্রায়াল হওয়ার কথা।
