The system of frequent, temporary release of convicts from Haryana's prisons has come under scanner due to the repeated release of rape and murder convict Dera Sacha Sauda chief Gurmeet Ram Rahim Singh.
Setting aside the "stereotyped and cyclostyled" remission orders passed by the Gujarat government, the Supreme Court on Monday asked 11 gang-rape and murder convicts in Bilkis Bano case to surrender before the jail authorities concerned within a period of two weeks.
Demonstrations were held in Karnataka, Delhi and Maharashtra, among other states.
CK Raulji, who was part of the panel that recommended the release of the 11 men said that in cases of communal violence, innocent persons are often targeted.
