HARTFORD â The state Bond Commission agreed Friday to formally transfer ownership of a South Road property in East Windsor to the town, along with approving more funding for the new Windsor Locks train station and several other area projects. The now-defunct nonprofit Creative House Inc. initially acquired the land at the former East Windsor military housing site on South Road and created a land trust.
