Retired Kenosha County Sheriffs Department captain Clarence Mielke is now on the other side of the law charged with 4 counts of Sexual Assault. Hes accused of sexually assaulting a resident at his place of employment carey manor. Prosecutors say the victim suffers from a mental deficiency that doesnt allow her to give consent.
