3.4million people across Texas remain without power because ERCOT - the agency in charge of the grid - has turned it off on Monday as demand grew and the reserves shrank 
It began with Winter Storm Uri which drove energy demand up and drained the state s inadequate supply 
Power plants now can t produce more at a fast enough rate because pipes have frozen and wells have closed over with snow  ....

Texas power outages: How the largest energy-producing state in the US failed in freezing temperatures


ERCOT said almost 34,000 megawatts of electricity has been forced off the system. On average, a single megawatt can power about 500 homes.
This isn’t the first time that weatherization has been an issue with equipment failure and rotating outages in Texas.
In August 2011, six months after an ice storm crippled much of the state and resulted in rotating outages, the Federal Energy Regulatory Commission and the North American Electric Reliability Corporation issued a report with recommendations.
Generators and natural gas producers suffered severe losses of capacity despite having received accurate forecasts of the storm, the report states. Entities in both categories report having winterization procedures in place. However, the poor performance of many of these generating units and wells suggests that these procedures were either inadequate or were not adequately followed. ....

“But then, here came the virus,” he said.
Cocchi is the first to admit that, thanks to the COVID-19 pandemic, overtime spending for the Hampden County Sheriff’s Department went through the roof. By year’s end, the department’s anticipated $200,000 surplus became a $7.4 million deficit. Overtime spending went from $1.3 million in 2019 to $8.6 million in 2020.
That works out to a 571% year-over-year increase.
“That’s a lot of money. Don’t get me wrong,” he said. “That is above and beyond what we normally spend.” ....

The state put 22,000 inmates and correctional workers near the front of the line for coronavirus vaccinations, but early figures show some inmates and correctional facility employees are forgoing a first dose.
In several county jails across the state, only a small sliver of inmates and workers eligible for a voluntary vaccination have acted on the opportunity, with some expressing trepidation about the vaccine. ....
