SAN DIEGO — Despite living in a Logan Heights apartment complex for nearly a year, Gema Salazar keeps her home sparse. There’s a couch, a small dining table and a mattress in the only bedroom. “I didn’t buy stuff because I saw all these problems,” Salazar said on Tuesday.
