SAN DIEGO — Despite living in a Logan Heights apartment complex for nearly a year, Gema Salazar keeps her home sparse. There’s a couch, a small dining table and a mattress in the only bedroom. “I didn’t buy stuff because I saw all these problems,” Salazar said on Tuesday. Those problems include mice, water leaks, peeling floors and missing smoke detectors, she said. The rodent problem is the most pressing issue for the family of four, she said.
