【大宗直击】浙江省印发"节能降耗和能源资源优化配置"规划：致力实现经济脱碳 "十三五"单位GDP能耗累降17.3%_财经要闻_黄金网_中金在线

　　“十四五”时期是浙江省实施“八八战略”和奋力打造“重要窗口”、争创社会主义现代化先行省的重要时期。该省将致力于实现能源资源配置更加合理、利用效率大幅提高，推动能源清洁低碳安全高效利用。省委十四届八次会议提出节能减排要保持中国全国先进水平，绿色产业发展、资源能源利用效率、清洁能源发展居前列。新规划旨在通过统筹推进节能降耗和能源资源优化，推动能源资源配置与经济社会发展相适宜。
　　新规划根据《浙江省国民经济和社会发展第十四个五年规划和2023五年远景目标纲要》《浙江省能源发展“十四五”规划》和中国国家《“十四五”节能减排综合工作方案》等编制，是指导“十四五”时期浙江省节能工作的纲领性文件。规划期为2021年至2025年。
　　2020年全省能源消费总量24660万吨标准煤，万元GDP能耗为0.41吨标准煤；“十三五”能耗强度累计降低17.3%，完成国家下达的目标任务；五年节能量为4180万吨标准煤，有效促进产业结构调整和能效水平提升。“十三五”期间，浙江省以2.5%的能源消费增速支撑了6.5%的GDP增速；2020年以占全国5.0%的能源消费总量，产出占全国6.4%的GDP、8.6%的税收收入和9.4%的城镇新增就业人口，能源利用效率不断提高。
　　能源消费结构持续优化。2020年全省煤炭消费量1.31亿吨，占一次能源消费总量比重为39%，较2015年降低5.4个百分点，低于全国平均18个百分点；全省天然气占一次能源消费总量比重为7.0%，较2015年提高2.0个百分点；非化石能源消费占比20.3%，较2015年提高4.3个百分点，清洁能源占比高于全国平均水平；全省可再生能源装机容量达到3114万千瓦，装机占比达到30.7%。
　　重点领域节能成效明显。“十三五”全省规模以上工业增加值能耗累计下降20.4%，高耗能行业装备和管理现代化步伐明显加快，石油石化、化纤印染、电力热力、水泥等重点行业能效水平领跑全国。2020年全省城镇新增绿色建筑面积1.6亿平方米，城镇绿色建筑面积占新建建筑面积比例达到96%。全省城市建成区清洁能源化公交车、出租车使用比例达到80%，杭州、湖州主城区实现清洁能源公交车全覆盖。公共机构人均综合能耗、单位建筑面积能耗分别比2015年下降16.2%、10.7%。
　　一、碳达峰碳中和对能源消费结构低碳转型提出新任务
　　“二氧化碳排放力争于2030年前达到峰值，努力争取2060年前实现碳中和”目标是中国对国际社会的庄严承诺，并纳入国家生态文明建设整体布局。能效水平提升与碳达峰高度关联、相辅相成，但浙江省部分地区以高耗能高排放“两高”行业为主的产业结构没有改变，以资源能源扩张为主的发展模式没有改变。在碳达峰目标的倒逼下，如何抑制地方不合理的能源消费需求，加强“两高”项目准入管理，统筹推进经济发展、能源安全、碳排放、居民生活，加大结构节能和能效创新成为一项新任务。
　　二、“重要窗口”建设对能源资源配置提出新课题

　　社会主义现代化建设新征程是在全面小康基础上更高质量的发展。“十四五”时期，随着“一带一路”建设、长江经济带发展、长三角区域一体化等重大战略的深入实施，浙江省经济将持续保持中高速增长态势。同时，随着全社会生活品质提升和电气化水平的提高，能源消费将在一定时期内呈现刚性增长趋势，能源消费将进入高平台期。“双期叠加”特征明显，国家用能政策偏紧，加强能源资源安全保障面临新挑战。
　　五、产业深度演进对能效技术创新体系建设带来新契机
　　对标国际一流国内先进水平，浙江省传统高能耗产业在经济体系中的占比仍较高。随着“双循环”体系建设和产业升级转型的推进，传统高能耗低效益产业将被限制，高能效产业发展得到鼓励，新产业新业态新模式将不断涌现。与此同时，数字经济、人工智能、新能源、储能、微电网技术等前瞻性技术加速变革，为产业深度演进注入巨大推动力。“十四五”时期，浙江省如何有效抓住产业深度演进机遇，通过新经济增长点培育来提升产业能效水平成为新契机。
