Jan 11, 2021 Mansfield Civil Rights Advocate Wayne McDowell has passed away. McDowell pushed for the Code of Conduct Agreement between the community and the Mansfield Police Department this past summer. McDowell was a 1960 graduate of Mansfield Senior High School and spent more than 30 years as a teacher at the Ohio State Reformatory and also taught at the Mansfield Correctional Institution. According to RichlandSource.com, McDowell spent much of his life fighting against racial discrimination.
