Early Action Protocol activated as Tropical Storm Chalane approaches Mozambique

Tropical Storm “Chalane” is expected to make landfall along the coast of Mozambique in the Sofala Province on 30 December 2020. Given the projected severity of the storm at landfall, the Mozambique Red Cross has activated its Early Action Protocol to initiate early actions to prepare for the approaching cyclone. The protocol was developed with the support of German Red Cross, and the Red Cross Red Crescent Climate Centre. Funding for the activation (249,000 CHF) was made available by the IFRC’s Forecast-based Action by the DREF financial mechanism.
Tropical Storm Chalane is currently located in the Channel of Madagascar heading towards Sofala Province in Central Mozambique. Chalane is expected to intensify and make landfall along the coast on Wednesday, December 30th, bringing torrential rains and wind speeds of up to 117 km/h with gusts between 125km/h and 165km/h. The Mozambique Red Cross (CVM), with support of the German Red Cross (GRC), is taking urgent early action to support the affected population in reinforcing school buildings and houses, and in ensuring people’s access to clean water.

The IFRC Disaster Relief Emergency Fund (DREF) has approved a total allocation of CHF 249,983 from its Forecast-based Action (FbA) mechanism for the Ecuadorian Red Cross (ERC). The approved amount consists of an immediate allocation of CHF 135,565 for readiness and prepositioning and CHF 114,418 automatically allocated to implement early actions once the defined triggers are met.
The FbA by the DREF is a forecast-based financing mechanism managed by the DREF. Allocations for FbA by the DREF are made from a separate financial component of the DREF (MDR00004) and do not affect the reserves of DREF appeal code MDR00001. Unearmarked contributions to the FbA by the DREF are encouraged to guarantee that enough funding is available for the Early Action Protocols created.

The Mongolian Red Cross Society (MRCS) has activated its Early Action Protocol for Dzud on 18 December 2020 based on the dzud trigger. The EAP is activated if three or more provinces have a very high risk of 20 per cent or more of their land area being affected. The dzud risk map is developed by the National Agency for Meteorology and Environmental Monitoring (NAMEM).
The dzud risk map of 10 December 2020 shows that more than 60 per cent of the country identified with dzud risk (16.5 per cent very high risk, 50.4 per cent high risk) and 18.5 per cent of the country are in medium risk. Five provinces had more than 20 per cent of very high-risk coverage in their territory, as calculated by Red Cross Red Crescent Climate Centre (RCCC) (see Table 1 below). Out of that in most areas of Uvurkhangai Bayankhongor, Dundgovi, Umnugovi, Govi-Altai provinces are expected to experience extreme winter continued with deteriorating spring.
