Crews searching Boone Lake recovered a body believed to be that of David Schreck on Saturday, according to information released by Washington County Sheriff Ed Graybeal. Schreck, of Johnson City, was last seen going into the water near the 300 block of Carroll Creek Road on Tuesday morning. Members of the Washington County Sheriffâs Office, the Tennessee Wildlife Resources Agency and Washington County EMS found the body at about 10 a.m. in the area where authorities had been searching for Schreck. The body was sent for an autopsy and positive identification. The investigation continues, but foul play is not suspected. ....

A former Washington County Detention Center sergeant was arrested Wednesday after being accused of assaulting an inmate earlier this year, according to a press release from Sheriff Ed Graybeal. Shannon Lee Kinley, 44, was fired after an investigation. He was indicted by a grand jury presentment on charges of simple assault, official misconduct, and official oppression. He was booked into the Detention Center Wednesday and released on a $10,000 bond. According to Graybeal, the investigation began after Kinley was alleged to have used âunnecessary force against an inmate and subsequently failed to properly document the event as per sheriffâs office policy.â ....

That was a key topic addressed by leaders of the Washington County Sheriffâs Office and members of the countyâs Budget Committee during a frank discussion last week on employee hiring and pay issues. Sheriff Ed Graybeal told committee members that while his office is among the best-equipped in the state, he is struggling to hire qualified deputies and jailers. That includes unfilled positions for school resource officers. The sheriff said a number of young people today are more interested in âgetting that dollar bill,â meaning a job with a generous starting salary, rather than going to work in a job with a starting pay at $14.81 an hour with benefits. ....
It took a governorâs warrant to get a North Carolina man back to Washington County to face a murder charge from 2016, according to the sheriffâs office. Zefrin Leigh Parker, 31, a homeless man found in the Asheville, North Carolina, area, had been held in the Buncombe County jail since Dec. 10, 2020. Heâs accused of killing 40-year-old Keila Marie Gilbert-Taylor and is now in the Washington County Detention Center, where he was served with the murder warrant Thursday. Taylorâs body was found on the banks of the Watauga River by two men scouting for fishing spots. Parker had fought his extradition, which lengthened the process to get him back to Jonesborough. ....
