The party-line vote to pass it in the Senate means the bill now goes back to the House, which is expected to take it up later Tuesday after giving initial approval to it last week.
The House voted 74-72 for the bill last week, but is expected to take a second and final vote as soon as Tuesday afternoon.
The Senate's approval Tuesday follows the House vote in favor on Monday.
