DISPOSITION: Roll call vote…Aye 5, Nay 0, Absent 0 Motion declared duly passed C.Employee Compensation/Recruitment City Administrator states the employee compensation/recruitment wage and benefit proposal for Communication Specialists, Police Officers and Public Work employees with CDL’s was presented at the November 15, 2022 meeting. Administrator Dassinger shows the lateral scale lateral benefits, sign on bonuses and others. He shows the proposed police wage scale for 2023. Administrator Dassinger reviews the benefits such as leave and vacation and sign on bonuses for lateral and non-lateral officers. Administrator Dassinger discusses the Communication Specialist reorganization with their grades. He also discusses grade changes and sign on bonuses for the Communication Specialist position. Administrator Dassinger discusses the sign on bonuses for Public Works employees whom hold CDL position with sign on bonuses. He states the funding for these positions would come from ARPA funding. Deputy City Administrator Linda Carlson states ARPA funds are set aside on their own and are not actually part of the budget. There is $3.8 million dollars set aside for what the Commissioners want to do with the funds. Deputy City Administrator Carlson states all of the items that were presented this evening are in the $1.6 million dollars. Relist of Lots City Administrator Dustin Dassinger presents and updated list of lots that he City would like to sell. He states the one group that was combined earlier on Surrey Heights was combined for a total price of $60,000. The City is now relisting these two properties separately for a price of $15,000 and $30,000. He states the lots that were listed previously have stayed the same asking price. RESOLUTION NO. 37-2022 A RESOLUTION AUTHORIZING THE SALE OF CERTAIN CITY LOTS DISPOSITION: Roll call vote…Aye 5, Nay 0, Absent 0 Motion declared duly passed E. 2023 Fee Schedule Deputy City Administrator Linda Carlson presents the 2023 Fee Schedule updates. These updates include pet licenses, temporary use permits, plotted maps, sprinkler systems uncovered decks, solid waste changes along with baler building and water rate fees. President Scott Decker states there are challenges with putting recycling receptacles at condos or apartments as when the regular garbage cans get full people tend to put their garbage in the recycling bins which then become contaminated. RESOLUTION NO. 38-2022 A RESOLUTION AMENDING CITY OF DICKINSON FEE SCHEDULE DISPOSITION: Roll call vote…Aye 5, Nay 0, Absent 0 Motion declared duly passed F Vanguard Appraisal Service Contract Renewal Deputy City Administrator Linda Carlson presents a renewal for Vanguard Appraisal Services. She states Vanguard have been posting data for 10+ years for the City and is proposing a five year contract as this will maximize our cost over five years. Vanguard has increased their services by adding GIS and this has saved the City $5,000. There are 6,000 unique users every month. This contract is due on 1/1/2023. Commissioner Jason Fridrich questions the contract on how if the city needed to sue them the city of Dickinson would have to sue in Iowa. He states Dickinson is governed by the State of Iowa laws. He is concerned about the contract and does it need to be followed by Iowa laws and not North Dakota. City Attorney Christina Wenko states this is the first time she has seen this contract. She does see that some companies will agree with changing to North Dakota and other companies will not change. She states contracts are normally governed by the state that their main company is in. Attorney Wenko states the Commission could approve it contingent upon review of City Attorney. Monthly Report Assistant Fire Chief Selle presents the monthly report for the Fire Department. He states there have been 178 calls for service the past month which is a 78% increase from 2021. He states the response times are falling a bit due to lack of staff. They’re hoping with the additional staff in 2023. He states there were 178 routine inspections, 104 fire prevention activities and 2 certificates of occupancy. Assistant Fire Chief Selle state there where was a Thanksgiving meal which was shared by the Police Department, Sheriff Office, Ambulance and Fire Department. He states the number calls for service is emergency medical. The ambulance service needed assistance with their calls therefore the Fire Department staff had gotten EMS trained and now help the ambulance. He states the Fire Department stabilizes patients and then wait for transports from the ambulance. B. Police Department Reports: 1. None 5. ENGINEERING 1. NDDOT Urban Maintenance Engineering and Community Development Director Skluzacek presents an urban maintenance agreement with NDDOT. He states this is an annual agreement which is a federal highway requirement. This agreement states the city is maintaining their infrastructure.
