PROVIDENCE Before Frank Montanaro made his leap to his most recent public-sector job, his last employer, the Rhode Island legislature, cut him a severance check of close to $50,000.
The $49,877.02 severance payment reflects roughly 10 weeks of unused vacation time and 203 hours of unpaid work during the Sundlun-era financial crisis in the early 1990s, when state workers were promised compensation after they left state employ.
