Severely undermanned and under resourced for many, many years, and the new strategy is really designed to address some of that. there are also trip wires in this strategy, which republicans remember were not happy about. those trip wires were specifically the review that's going to happen at the end of this year, and the promised drawdown of troops this time next year. there are certain checks and a healthy degree, i think, of skepticism about what can be done in terms of the military operations, in terms of what the pakistanis can deliver, but really the key here is do these documents change ...
