It is fog to going to cost the taxpayer more so that is the difficulty in putting together the proposals. Does it factor in there maybe less reliance on the government problems if there is more Charity Given . Under the baseline assumptions that we operate under we dont assume there are other changes in Government Programs or other policies based from one change in this area.
