UC Berkeley Graduate Assembly fee fails due to low voter turnout Cheyenne Tex/File As a result of low voter turnout, the Graduate Assembly fee did not pass in the 2021 ASUC elections. Even though the initial result of the referendum indicated that the fee had passed, there was confusion around conflicting campus policy and ASUC bylaws. In the 2021 ASUC elections, graduate students voted on a fee proposed by the Graduate Assembly, or GA, which did not pass due to low voter turnout. In an effort to center graduate students, the GA fee proposed a semesterly $33 fee paid by graduate students. The funds would go toward the GA and replace the graduate student contribution to the ASUC fee, a $27.50 fee that is paid by all students at UC Berkeley.

Some professors have found that their courses, such as ones in electrical engineering and computer sciences, or EECS, were difficult to shift online, and GSIs echoed the sentiment that virtual instruction has posed unique challenges.

The ASUC Judicial Council voted Monday evening to certify the results of four student referendums from the 2021 ASUC elections. The referendums included Proposition 21A, which would clarify the nonpartisan status of ASUC councils; Proposition 21B, the Graduate Assembly, or GA, fee, would end graduate contributions to the ASUC fee and replace them with a GA fee; Propositions 21C, which would renew the Student Technology Fund, or STF, fee; and Proposition 21D, or the Daily Cal Initiative fee, respectively.
Amid disputes and the inconclusive status of three of the four propositions in the 2021 ASUC elections, the Elections Council convened Monday to certify the referendum results. The council affirmed the passage of the referendum titled Protecting the Checks and Balances of the ASUC Constitution, however, election results are only finalized upon certification by both the election and judicial councils. The three remaining referendums — the Graduate Assembly Fee, Student Technology Fee and Daily Cal Initiative — did not pass, according to the Elections Council, because they did not meet the threshold of eligible student voters that UC Berkeley’s referendum policy requires. In order for a referendum to pass, at least 20% of students must vote, and a simple majority of the voters must approve the proposition, according to the policy from the UC Berkeley Division of Student Affairs.
