Bacolod mayor maintains vow to serve after junking of poll case

"As expected, I had always believed it was not a protest to take seriously," he told reporters on Monday afternoon, but said he has not officially received a copy of the order yet. "We know for a fact it was a clean and orderly elections. There were no reported irregularities. Majority of the votes have already spoken. (We) might as well focus on more important matters in getting our services and commitments (delivered) to the City of Bacolod," he added. In Election Protest Case No. 008-2022, Leonardia had sought a manual recount of the votes in all 450 clustered precincts and asked the Comelec to declare "failure of elections" and conduct special polls due to alleged massive vote-buying and the presence of fake voters. After unofficial copies of the eight-page Comelec ruling circulated on social media last weekend, the camp of Leonardia also said they have not received yet a copy of the order. The Sept. 7, 2022 order, signed by Presiding Commissioner Marlon Casquejo and Commissioner Rey Bulay, dismissed the election protest for "being improperly filed and for being insufficient in form and content." "It bears stressing that the process of manual recount is not a tool intended to replace proof with suppositions or evidence with assumptions. Baseless and unsubstantiated protest remains impermissible in order to fully protect the true will of the electorate as truthfully reflected in the results of the elections," the order further stated. It added that "(t)hough defeat in any election is desolating for the losing candidate, an election protest must not be used as a vindication of a lost opportunity to serve the public, or at worst an unjustified assertion of wounded pride". During the May 9 elections, Benitez, who ran under the Asenso Bacolod party, got 171,893 votes while Leonardia of Grupo Progreso garnered 107,447 votes. In a statement, Leonardia's spokesperson, Dr. Chris Sorongon, said they "cannot comment yet on the reported decision being unaware of the reasons allegedly made by the Second Division". Still, he said their camp will "exhaust all available legal remedies to ensure justice will be done to the voters of Bacolod City". (PNA) }

Leonardia honors peers, supporters in 18 years as Bacolod mayor

He held his last public engagement at the Government Center by administering the oath of Grupo Progreso allies, including Vice Mayor El Cid Familiaran and four city councilors on June 29.(Photo courtesy of Bacolod City PIO) BACOLOD CITY - Mayor Evelio Leonardia, who ended his stint as mayor of this city on Thursday noon, has honored his peers and supporters for "sticking it out" with him in his more than 30 years as a public official, including 18 years as city mayor. In his last public engagement at the Government Center on Wednesday afternoon, Leonardia was joined by his Grupo Progreso allies led by Vice Mayor El Cid Familiaran, several village chiefs, and political supporters. "You are the reason why I stayed this long [as mayor]," he said before turning over the leadership to first-time mayor Alfredo Abelardo Benitez, who will lead the city's inauguration rites on Friday. Before stepping down, Leonardia administered the oath of office of Familiaran and reelected councilors Israel Salanga, Cindy Tan-Rojas and Renecito Novero, and returning councilor Em Legaspi-Ang. During the program, he also thanked the city councilors and barangay chairpersons for their role in the fight against the coronavirus disease 2019 (Covid-19) pandemic and for staying with him throughout his political career. During the city's 84th Charter Day rites on June 18, the City Council honored Leonardia for his contribution and service to the city. The longest-serving chief executive after having been elected mayor for six terms, he has been described as "a servant leader [who] has impacted the lives of many in the City of Bacolod in ways that certainly are worth commending and remembering" in Resolution 441 signed by Familiaran. He became a mayor from 1995 to 1998, 2004 to 2013, and 2016 to 2022. He also served as the national president of the 145-member League of Cities of the Philippines from 2019 to 2022. (PNA) }
