Volusia County beachgoers will still have to leave their dogs at home, after the County Council voted Tuesday not to open up any of the Atlantic Ocean beaches to pets. Councilmembers Billie Wheeler, Ben Johnson, Heather Post, Barbara Girtman and Danny Robins voted in the majority.
