Responsibility to mitigate serious crimes and terrorist events. Of course we do need to be ready for terrorist events. He thinks officers need military equipment because they patrol, quote, urban areas. Communities need to trust their police officers. That trust wasnt built in ferguson when the streets looked like a war zone. Has chief belmer forgotten this . I guess the police chief thinks thats all okay because it happened in an urban area.
