2006 examination. in 2007 ots adopts a plan but as part of that it lays out limitations. including a section limitations of the review saying there's no absolute assurance that the ots evaluation of a firm will uncover all serious problems or deficiencies which may exist. in an internal ots document here's what it says. it says background for internal purposes only at the time of the 2007 plan was being drafted, the eic over the prior two years had been permanently assigned elsewhere. no replacements or additional resources were being provided for additional leadership or examination...
