本报讯（首席记者吴温）近日，市政府印发《石家庄市推动老工业城市工业遗产保护利用、打造“生活秀带”工作方案（2021 2025年）》明确提出，将加快推进老工业城市工业遗产保护利用，深入挖掘工业遗产资源和工业文化底蕴，打造集城市记忆、知识传播、创意文化、休闲体验于一体的“生活秀带”，实现在保护中利用、在使用中保护，促进工业遗产与文化旅游深度融合，加快实现从“工业锈带”到“生活秀带”的转变。
《方案》指出，石家庄市是华北地区重要的工业城市，“一五”时期奠定了石家庄工业基础，形成了医药、冶金、建材、石化等门类较齐全的工业体系，作为全国120个老工业城市之一，华北制药厂、井陉矿务局等列入第二批中国工业遗产保护名录，其中，井陉煤矿列入国家工业遗产，成为全市独具魅力的历史缩影和城市景观。但也存在着对工业遗产保护认识不足、重视不够等问题。
《方案》明确，将从加大工业遗产申报力度、加快工业遗产有效保护、开发工业遗产旅游新模式、挖掘工业遗产文化新空间、建设重要工业遗产博物馆、塑造工业遗产新形象等六方面入手，对推动老工业城市工业遗产保护利用。
比如，将协调棉一遗址、井陉际华3502工厂、平山沕沕水电厂等企业旧址及相关历史资料保护和申报工作；加大对华北制药厂、井陉矿务局、灵寿国营5444厂等工业遗产的保护力度；重点建设正丰矿业工业遗址公园、井陉陶瓷小镇等；加快石家庄国棉一纺织工业博物馆、井陉矿区煤矿展览馆建设；以石家庄中央商务区建设为契机，依托老火车站、正太饭店、大石桥等历史遗存，打造具有鲜明地域特色的“城市客厅”，守护好“火车拉来的城市”工业历史文脉……
按照要求，到2025年，我市将基本摸清全市的工业遗产状况，形成“底数清、生活秀、空间优”的工业遗产保护利用体系，为科学规划、分类保护、有效利用提供有力支撑；积极推动1-2个项目申报国家工业遗产，提升工业遗产品牌影响力，为推动老工业城市高质量发展增添新的动力。
《方案》还从组织协调、土地供给、资金保障、宣传引导等方面入手，明确了各项具体的保障措施。鼓励土地使用者在符合规划的前提下，优先利用现有工业闲置土地、厂房、设备等资源，通过厂区改造、内部用地整理等途径提高土地利用率，切实降低工业遗产保护利用成本。加大上级政策和资金争取力度，支持工业博物馆、遗址公园等工业遗产项目建设。全面落实各项税收优惠政策，为工业遗产保护利用提供多元化资金支持。加大对外招商引资力度，寻求合作发展，形成政府主导、社会参与、共建共享的良性格局。
