Legislature weighs state trust lands, abortion rights, Medicaid expansion and more


The Wyoming Legislature has been abuzz this week with a number of high-profile bills — and topics — filtering through the House and Senate. Some would directly impact Teton County, and others have animated conversation around Medicaid expansion, abortion rights, taxes, power generation and voting.
We’ve rounded up a few of the bills here.
House Bill 164, co-sponsored by Teton County Rep. Andy Schwartz and Sen. Mike Gierau, passed the committee on Monday in a 5-2 vote.
The legislation authorizes Wyoming to sell a square-mile Grand Teton National Park inholding to the National Park Service, though it’s saddled with a potential poison pill of an amendment that requires any sale must fetch $500,000 an acre. ....

GOP-led finance committee to hold 3 in-person budget sessions and 1 online offering


The GOP leaders of the Legislature’s budget committee plan to hold three in-person sessions — along with an online session — to gather public input on the state’s 2021-23 budget.
Gov. Tony Evers earlier this week announced six other online sessions to collect input on his “Badger Bounceback” budget agenda. But Republicans who control the Legislature have already signaled plans to scrap the Democratic governor’s proposal and draft their own budget.

Councilman Bolick to step down from Banner Elk Town Council


BANNER ELK — The Banner Elk Town Council convened for its regularly scheduled meeting on Monday, March 8, in which Councilman Allen Bolick announced that he would be leaving his post on the board.
As the first order of business, the council passed a special resolution commending Councilman Bolick for his many contributions and service of the Town of Banner Elk. During his time on the council, Bolick helped lead the completion of several projects that have benefited the community, including the Historic Banner Elk School, the BE Book Exchange and the establishment of the Historic Banner Elk School Golf Classic. Bolick also served as the chairman of the Banner Elk Educational Arts and Culture Complex. ....

County Land Development Code update project again underway


As many of you know, Teton County’s Land Development Code (LDC) was initially adopted in 1979 and was written for a valley of less than 3,000 people. Our current zoning map, for the most part consisting of just two zones, dates from the mid-1990s. The LDC has been amended countless times over the past 40-plus years. In that same period, the county has changed tremendously in terms of population growth and development patterns, as well as economically, socially, and demographically. Our LDC is now completely outdated and no longer reflects the community’s needs.
Idaho Code requires each county to conform its Land Development Code—the legal framework and set of rules governing all future land use proposals within the county—to the policy directions contained in its adopted Comprehensive Plan. Our Comp Plan was completed and adopted in 2012. In the nine years since that adoption, we have yet to implement an updated code as directed by state statute. ....
