记者29日从长春市人大常委会召开的新闻发布会获悉上述信息。
乔大勇介绍，长春市现行的养犬管理规定自2005年颁布实施以来，对规范养犬行为，推动养犬管理工作规范化、法治化发挥了重要作用。但是，近年来，长春市养犬规模不断扩大，随之产生的各类安全、卫生等问题也愈发突出。比如，犬只伤人、吠声扰民、犬只随地便溺等，对社会安定和谐造成了不利影响。
乔大勇介绍，条例明确了在本市行政区域内划分重点养犬管理区和一般养犬管理区，重点和一般养犬管理区范围可以根据实际情况由当地政府进行调整。“本市市区、县(市)人民政府所在地为养犬重点管理区，其他区域为养犬一般管理区。”
条例规定，养犬重点管理区内实行养犬强制免疫和登记制度。未经免疫和登记的犬只，不得饲养。养犬一般管理区内实行养犬强制免疫制度，未经免疫不得饲养。养犬人应当携带犬只到动物诊疗机构为犬只注射狂犬疫苗，持动物诊疗机构出具的犬只免疫证明，到居住地街道公共服务中心公安机关设立的养犬登记办理点办理养犬登记。
在养犬行为规范方面，条例规定，应给犬只佩戴电子犬牌，束犬绳，犬绳长度不得超过一点五米；由具有完全民事行为能力的人牵领；随身携带清洁用具，即时清除犬只粪便；在楼道、电梯及人员密集场所，应当采取贴身携带犬只或者收紧犬绳等近身约束犬只的安全措施；主动、及时避让行人；采取有效措施及时制止犬只持续吠叫、追咬等行为。
同时，条例规定养犬人不得有下列行为：放任犬吠影响他人正常生活；放任犬只在城市道路上影响交通秩序和安全；放任、驱使犬只恐吓、伤害他人；在楼道等公共区域饲养犬只；遗弃、虐待犬只。
