The 75-cent toll was proposed by graduate students who recently won the Harris Policy Innovation Challenge, a Shark Tank-style contest focused on addressing the city’s pension debt.

The $160 million offering will fund neighborhood projects that include vacant-lot cleanups, affordable housing expansion and tree planting.
