Merritt, 60, of Franklinville, was employed with Delsea Regional High School’s Junior Reserve Officers Training Corps program in July 2019 when he was accused of touching an 18-year-old student over her clothing while in an ROTC classroom during school hours. Merritt had formed an “inappropriate teacher/student relationship where he engaged in inappropriate sexual conduct” with the student both during and after school hours, according to court documents.
