Nailing down how many ships the Navy needs to compete with Russia and China is only one piece of the puzzle regarding how the Navy needs to grow, according to the Association of the U.S. Navy.
In a report released Monday, the organization is calling for the service to take a holistic approach to growth revamping not only how it builds ships, but also how it recruits and retains sailors to support a larger fleet. ....

Staff Sgt. Jame H. Merritt, 60, of Franklinville, was employed with Delsea Regional High School’s Junior Reserve Officers Training Corps program in July 2019 when he was accused of touching an 18-year-old student over her clothing while in an ROTC classroom during school hours.
Merritt had formed an “inappropriate teacher/student relationship where he engaged in inappropriate sexual conduct” with the student both during and after school hours, according to court documents. That included allegedly sending the student text messages after school hours, according to details included in an affidavit of probable cause. ....

HOT SPRINGS, S.D. Hot Springs High School is in the process of bringing a Junior Reserve Officers Training Corps program to the school. Officials say that over half the student body already wants to be a part of the program.
Junior Reserve Officers Training Corps, or JROTC, is a military-regulated program designed to offer high school students leadership experience and motivate them to become better American citizens. The idea to bring a JROTC program to Hot Springs High School came from a student who learned how other JROTC programs in the area worked in order to make the program work at his school. ....

PHS Should Establish a JROTC Program – The Piedmont Highlander

Every year, students stare at their computer screens, repeatedly scanning the course catalog in an effort to decide what classes they will take in the upcoming year. For some students, this is a quick, easy process, however, others may find it more difficult to find interesting and engaging courses that they want to take, choosing electives that simply fill up their schedule and not because they will enjoy the class.
PHS offers a wide variety of electives, ranging from culinary arts to ethnic studies. Underrepresented in this repertoire, however, are electives that teach skills relating to leadership, ethics, cooperation, and personal responsibility. A Junior Reserve Officers Training Corps (JROTC) program would allow students to learn and improve upon these skills through a highly rewarding curriculum and environment. I believe that it is worth it for the PHS administration to pursue starting such a program in upcoming years. ....
