i don't believe personally that the market is going to take us all the way we need to go to protect national and homeland security. no other sphere do we rely exclusively on the market to protect national and homeland security. that doesn't mean we are going to need intrusive incentive-skewing regulations across the board. but we need a national dialogue on what steps we need to take to make sure those needs are met. we have been working with the private sector on things surf as incentives and other recommendations that would be appropriate. i think we need to think through what is ...
