Seismic joints absorbed movement, and had been under scrutiny, when crews first noticed a clanking sound on the northern joint from an offcenter pin. They discovered parts of the northern joint were cracked, and off center. One of the joints 90 pivot pins is damaged, and has slipped off its bearing. Also a plastic stirrup is cracked. For at least the 6th time this year DC 911 delayed sending help to someone who died. It took three 911 calls to get fire and EMS dispatched.
