The dispute in the South China Sea continues to heighten following the “intrusion” of a Chinese ship in Philippine waters. 
Philippine Foreign Affairs Secretary Teodoro Locsin Jr. on Tuesday confirmed that a Chinese research vessel, Jia Geng, entered Philippine waters twice over the past year without authorization. 
Locsin said the Philippine government only approved a “request for shelter” from the Chinese embassy. He insisted that the department did not give the vessel permission to remain in Philippine waters.

MANILA: Chinese research vessel Jia Geng, the subject of a previous diplomatic protest, that docked off Catanduanes waters from Friday to Monday sought shelter in the country, an official of the Philippine Coast Guard (PCG) said.
PCG spokesperson Commodore Armando Balilo said the vessel left the country at 6 a.m. Monday and was escorted by the PCG, noting that based on its previous track, the Jia Geng did not come from the Philippine Rise.
“It was a simple call for help because of a gale warning in the area, the weather was bad and they while away time initially to avoid danger,” Balilo said.

MANILA – The Department of Foreign Affairs (DFA) only allowed Chinese research vessel, Jia Geng, to “seek shelter” upon the emergency request of the Chinese Embassy in Manila, but “not to stay”, Foreign Affairs Secretary Teodoro Locsin Jr. clarified Tuesday.
In a tweet, the top diplomat said the Philippine Coast Guard (PCG) has “zero authority” to allow the vessel to stay in Philippine waters.

Foreign Affairs Secretary Teodoro Locsin Jr. on Tuesday said the Philippine Coast Guard  (PCG) has “zero authority” to allow Chinese survey vessel, Jia Geng, to stay in Philippine waters since the Department of Foreign Affairs (DFA) only gave the ship “emergency shelter” at the behest of the Chinese Embassy in Manila.

Locsin made this clarification in the wake of reports that Jia Geng anchored off Catanduanes waters for three days – from January 29 to February 1.
“DFA never gave permit to Jia Geng. But for humanitarian considerations, we ok’d Chinese embassy request for shelter against bad weather. The Coast Guard has zero authority to allow it. Only DFA. Not to stay. But seek shelter. Period. P_____ I__,” the DFA secretary said in a tweet.

SENATOR RISA HONTIVEROS ON CHINESE EMBASSY'S STATEMENT REGARDING COAST GUARD LAW
We should not be lulled into complacency by the Chinese Embassy trying to pass off China's new Coast Guard law as harmless. It is not; particularly for countries with competing claims in the South China Sea. While China can pass any law it wants, these laws cannot be used in ways that violate UNCLOS and international law.
This is an unfortunate provocation, considering that China is militarizing its Coast Guard, which is supposed to be a civilian institution, while making implied claims through its baseless nine-dash line that its sovereignty and jurisdiction extends to the West Philippine Sea. Walang basehan ang nine-dash line ng Tsina kaya walang basehan din ang pag-angkin nila ng mga teritoryo.

Alarm raised over Chinese ship intrusion in Philippine waters


A Chinese survey ship, which entered Philippine waters for the second time over the past year without authorisation, has left the country, but observers are increasingly alarmed over the intrusions, amid confusing statements on why it was in the country’s seas.
Philippine Foreign Affairs Secretary Teodoro Locsin Jr confirmed the incident through social media on Tuesday, writing that the government “never gave permission” for the research vessel, Jia Geng, to stay in Philippine waters.
He said that his department only approved a “request for shelter” from the Chinese embassy due to “bad weather”.
Officials from different Philippine agencies, however, gave conflicting accounts of when the ship entered the country’s territory.

The Philippines cannot be complacent over the Chinese government’s assurance that its new Coast Guard law is harmless, Senator Risa Hontiveros said Tuesday.
Hontiveros was responding to the statement issued by the Chinese Embassy in Manila stating that the formulation of the Coast Guard Law “is a normal domestic legislative activity of China” and that the content of the law “conforms to international conventions and the practices of the international community.”
The Chinese Coast Guard law allows Chinese forces to “take all necessary measures, including the use of weapons when national sovereignty, sovereign rights, and jurisdiction are being illegally infringed upon by foreign organizations or individuals at sea.”
