Helix Water District board to discuss changing meeting times

Two of the three Helix Water District board meetings, scheduled for 5 p.m. the first and third Wednesdays of each month, may be moving to their old start time of 2 p.m. The five-member governing board that oversees the district that provides water to much of East County will have a formal discussion on the matter at 4 p.m. Wednesday.
If approved, the change to 2 p .m. will be effective starting with the board’s March 17 meeting. The district’s third monthly board meeting, held on the fourth Wednesday of each month, will stay at its current time of 3 p.m., with an adjournment time no later than 5 p.m. ....

San Diego’s new minimum wage hike: Will it help or hurt during a pandemic? [The San Diego Union-Tribune]
As many of the county’s beaten-down businesses enter the new year still in the grips of a crippling COVID lockdown, they face yet another financial tug on an already precarious future an 8 percent jump in the minimum wage.
The timing, they say, couldn’t be worse as many struggle to eke out what little revenue they can until vaccines take hold, the pandemic eases and some semblance of a profit returns.
To be sure, employment in sectors like leisure and hospitality is already down by double digits, but for those businesses that are still operating, even at minimal staffing, labor costs will rise this year as the minimum wage jumps a dollar an hour across the county. In the city of San Diego, it will rise from $13 an hour to $14 , while in the rest of the county, the $14 hourly rate will apply to companies with 26 or more employ ....

Helix Water District approves water for sand-mining project [The San Diego Union-Tribune]
The Helix Water District board of directors has agreed to supply water over the next 20 years for a controversial sand-mining project in the El Monte Valley in Lakeside.
The board will now send a letter to county planners confirming they can meet the needs of the project should it win approval.
Two of the five board members last week voted to withhold the information Joel Scalzitti and Mark Gracyk.
Horizon Hill El Monte Investors, LLC, is the latest company with plans to bring a sand mining project to the picturesque spot in Lakeside, rich in the kind of aggregate that is favored by home builders. The area north of Lake Jennings between El Monte Road and Willow Road is zoned for sand mining and the extracting of product has been in the plans of different developers for more than 20 years. ....

Lake Jennings to get some TLC

The popular campground at Lake Jennings is in the early stages of some big changes.
The five-member governing board for the Helix Water District, which oversees the reservoir and its 350-acre parkland in Lakeside, agreed to put nearly a quarter of a million dollars into fixing up the nearly 100-spot camp site.
The board last month unanimously approved to budget $230,000 for a contract with the outside firm KTUA for planning and landscape architectural services from Helix’s capital budget for the first phase of Lake Jennings campground improvements.
Helix Water District owns and operates Lake Jennings and surrounding land that has been developed over the last five decades for recreational purposes. In addition to day-use picnicking, hiking, fishing, boat launch and boat/kayak rental availability, the facilities include a 96-site campground first constructed in 1966. ....
