Randy Weinberg, convicted of selling pain pills in New London, claimed that the obscure tax law is selectively enforced and inconsequential in terms of collecting revenue. The purpose of the law, he argued, is to punish drug dealers twice - once at conviction and later with exorbitant interest and penalty charges for failing to obtain state tax stamps for their illegal narcotics.
It requires gangsters and other drug dealers to appear at the state Department of Revenue Services to pay a tax on their inventories – on the heroin, cocaine, marijuana, stolen pain pills and other illicit substances they intend to sell illegally.

HARTFORD, CT – Governor Ned Lamont on Friday announced that he is appointing Mark Boughton to serve as commissioner of the Department of Revenue Services.
Boughton, a Republican, is currently serving his tenth consecutive term as mayor of Danbury, making him the longest-serving mayor in the city’s history. He will begin serving as commissioner on Friday, December 18, and plans to resign his position as mayor prior to taking on this new role with the state.
